For people of Asian ancestry, the standard BMI table can understate risk: research across East and South Asian populations shows higher body fat and higher rates of type 2 diabetes and cardiovascular disease at BMI levels the standard scale calls 'normal'. The WHO Western Pacific region therefore uses lower cut-offs: overweight from 23, obesity from 25.

Most sites collapse these into one muddled table; they are three distinct, citable systems, and knowing which one produced a label is the difference between information and noise.

The three systems, kept honest

WPRO 2000 (Asia-Pacific): underweight below 18.5, normal 18.5–22.9, overweight 23–24.9, obese class I 25–29.9, obese class II from 30. The WHO 2004 Expert Consultation then reviewed the evidence and explicitly retained the standard international cut-offs for global comparability, while adding action points at 23.0, 27.5, 32.5 and 37.5 as trigger levels for public-health screening in Asian populations. If a site tells you the WHO 'replaced' the thresholds for Asian people, it is misquoting the Consultation; the action points sit alongside, and this page shows them that way.

The practical consequence is that one BMI can carry three correct descriptions at once. A BMI of 24 is 'normal' on the standard scale, 'overweight, at risk' under WPRO 2000, and 'past the first action point' under the 2004 Consultation. None of those is a mistake. What would be a mistake is reporting one of them without saying which table it came from.

What one BMI reads as under each system

The table below is the whole argument in one place. Read down your BMI and across the three systems.

  • BMI 22: normal on all three systems, and below every action point.
  • BMI 23: still 'normal' internationally, 'overweight (at risk)' under WPRO 2000, and exactly at the first 2004 action point.
  • BMI 24: 'normal' internationally, 'overweight (at risk)' under WPRO 2000, past the first action point.
  • BMI 25: 'overweight' internationally, 'obese class I' under WPRO 2000, past the first action point.
  • BMI 27.5: 'overweight' internationally, 'obese class I' under WPRO 2000, at the second action point.
  • BMI 30: 'obese class I' internationally, 'obese class II' under WPRO 2000, past the second action point.

The evidence that produced the lower cut-offs

Through the 1990s, body-composition studies kept finding the same pattern: at any given BMI, many East, South and Southeast Asian populations carry several percentage points more body fat than European reference groups, with more of it stored viscerally (around the organs, where it does metabolic damage). Type 2 diabetes and cardiovascular disease appeared at BMI values the standard table called healthy.

Deurenberg and colleagues quantified the body-fat difference across populations directly; the Asia-Pacific perspective published by the WHO's Western Pacific office with the International Association for the Study of Obesity and the International Obesity Task Force turned it into a category table. A cut-off system calibrated on European cohorts was systematically under-warning a large fraction of the world, and the response was to recalibrate rather than to pretend the difference did not exist.

Which countries use which table

Adoption is not uniform, and that is worth knowing before you compare a number with a relative's reading from another country. Several national bodies set their own thresholds informed by, but not identical to, the WPRO table. The WHO's own 2004 Consultation was explicit that risk varies substantially between Asian populations (from Japan to India to the Pacific Islands), which is why it published a range of action points rather than legislating one new table for everyone.

The honest practical guidance is therefore: if you have East, South or Southeast Asian ancestry, treat 23 rather than 25 as the number worth noticing, and use whichever table your own health service works with when you discuss it with them.

Waist thresholds shift too

BMI is only half the screen. The International Diabetes Federation's consensus definition of the metabolic syndrome specifies population-specific waist circumference thresholds, and for South Asian, Chinese and Japanese populations they are 90 cm for men and 80 cm for women, below the 94 cm the IDF specifies for Europid men. The waist-to-height rule of keeping your waist under half your height applies unchanged, because it scales with the person rather than with a population average.

Since 2025 the multi-measure framework has made a fat-distribution measure part of the assessment rather than an optional extra, which means the waist thresholds matter as much as the BMI cut-offs. Enter a waist measurement above and this page runs that check.

What a BMI of 23 or more should actually trigger

Not alarm, and not a diet by itself. The action points exist to bring forward the ordinary checks: a waist measurement, blood pressure, fasting glucose or HbA1c, and a lipid panel. Elevated cardiometabolic risk at a lower BMI shows up in those numbers long before it shows up as anything you would notice.

If those checks come back clean, the useful response is the boring one: keep the waist under half your height, keep some resistance training in the week, and re-check annually. If they do not, you have found something early, which is the entire point of a screening threshold sitting where it does.

Where this calculator stops

Ancestry is not a biological category with clean edges, and the studies behind these cut-offs span populations that differ from each other as much as they differ from European reference groups. Someone with one Asian parent, or a family from a region under-represented in the original research, is not well served by a binary selector, which is why this page shows both systems rather than picking one for you.

The cut-offs are also risk calibration, not a different standard of health or appearance. A lower threshold does not mean a smaller body is required; it means the screening conversation starts earlier, because for these populations the evidence says it should.

Worked example: 165 cm and 63 kg with Asian ancestry

  1. Convert height to metres and square it: 1.65 × 1.65 = 2.7225.
  2. Divide weight by that: 63 ÷ 2.7225 = 23.14, which displays as 23.1.
  3. Standard international classification: 23.1 falls in 18.5–24.9, so 'normal range'.
  4. WHO Asia-Pacific classification: 23.1 falls in 23–24.9, so 'overweight (at risk)'.
  5. WHO 2004 action points: 23.1 is past the first action point of 23.0, so routine screening is indicated earlier than the standard table would suggest.
  6. Next step: measure the waist. At 165 cm, half your height is 82.5 cm, and the IDF threshold for a woman of South Asian, Chinese or Japanese background is 80 cm, so a waist of 78 cm would be reassuring while 86 cm would confirm the signal.

Why are BMI cut-offs lower for Asian populations?

Body composition studies consistently find that at the same BMI, many Asian populations carry a higher percentage of body fat, more of it visceral, than European reference populations, and cardiometabolic disease appears at lower BMI levels. The WHO Western Pacific office responded with lower category boundaries, and the WHO's 2004 Expert Consultation added screening action points from BMI 23. Lower cut-offs are risk calibration, not a different standard of beauty or worth.

Which classification should I use?

If you have East, South or Southeast Asian ancestry, the Asia-Pacific categories are the better-calibrated risk screen for you, and a BMI of 23 or more is a reasonable prompt for a waist measurement and routine health checks. The standard scale remains useful for international comparison, which is exactly why the WHO kept both. This page shows both, labelled, so you never have to guess which table a number came from.

Do the lower cut-offs apply to everyone of Asian descent?

Not uniformly: the underlying studies span very different populations, from Japan to India to the Pacific Islands, and risk varies within them. The 2004 Consultation deliberately described a range of action points rather than one universal table for this reason. Treat the Asia-Pacific classification as better-tuned screening context for you and your family history, and confirm anything it flags with real measurements: waist, blood pressure, blood glucose and lipids.

Is a BMI of 24 overweight for Asian people?

Under the WHO Asia-Pacific classification, yes: 23.0 to 24.9 is 'overweight (at risk)', while the standard international table still calls 24 'normal'. Both statements are true under their own systems, which is the entire reason this site shows classifications side by side. A BMI of 24 with Asian ancestry is a good moment to check your waist-to-height ratio, which adds the fat-distribution signal BMI lacks.

What is the healthy BMI range for Asian adults?

Under the WHO Asia-Pacific classification it is 18.5 to 22.9, narrower at the top than the standard 18.5 to 24.9. That is a difference of about two BMI points, which at 165 cm is roughly five and a half kilograms. As with any classification, the band is a screening range rather than a target: where you sit inside it is decided by muscle, frame and fat distribution, and a waist measurement tells you more about the last of those than the BMI does.

Does the Asia-Pacific classification apply to children?

No. Adult cut-offs of any flavour are invalid before growth finishes, because healthy body composition changes continuously through childhood and puberty. What waist measurement should I use if I have Asian ancestry?

The International Diabetes Federation specifies 90 cm for men and 80 cm for women in South Asian, Chinese and Japanese populations, against 94 cm and 80 cm for Europid populations. Alongside that, the waist-to-height rule (keep your waist under half your height) needs no population adjustment at all, because it already scales with the individual rather than with a population average.
